Ballast Water Management

Welcome to PT Newmont Nusa Tenggara's "Dedicated-Open Port"

You must sign below indicating that you are aware of, fully understand and acknowledge PTNNT's Ballast Water & Berthing Management Policy and Procedures. Please carefully read the following:

1. Vessels shall avoid taking ballast water in shallow water, where there is a known outbreak of cholera, or toxic algae blooms are occurring, or where dredging is occurring.

2. Vessels must conduct a full exchange of ballast water in deep ocean waters or open seas during transit This should be either: (1) the pump out/pump in method - where tanks are drained until suction is lost, or (2), the flow through method - where 3 x ballast tank volumes of ocean water is pumped through the tanks. All vessels must keep a record of either ballasting operations in accordance with the instructions and attached Ballast Water & Berthing Management Arrival Report. The vessel Master will make this record available for review immediately upon arrival. Again, this policy is applicable to all vessels whether or not they intend or plan to discharge ballast water within PTNNT's Port Operations Area.

3. Vessels shall discharge excess ballast prior to entry into Benete Bay so that only the minimum quantity of clean ballast water is maintained to ensure the safety of the vessel and crew.

4. Vessel must provide access to safe on board ballast water / ballast sediment sampling point. PTNNT Environmental and the competent Indonesian Authorities under the coordination of the Port Administrator/harbormaster will jointly inspect and sample ballast prior to permitting discharge in Benete Bay.

5. PTNNT maintains a strict zero discharge requirement for all vessels entering the Port Operations Area within Benete Bay. Under no circumstances will ballast sediment, bilge water, sewage, trash or any other liquid or solid effluent be permitted to be discharged anywhere within the PTNNT's Port Operations Area. The only exceptions are approved ballast water discharges and the discharge of cooling water drawn directly from Benete Bay that passed once through a vessel cooling water system. Any non-approved discharges will be immediately reported by the vessel Master to Marine Operations on Channel 12 VHF.

6. Vessel shall only discharge the minimal quantity of ballast to ensure safe loading operations and discharge additional quantities for safe transit once clear of Benete Bay.

7. No vessel shall under any circumstance drop anchor anywhere within PTNNT's Port Operations Area. If an emergency exists that requires dropping anchor, PTNNT Marine Operations will be immediately notified of the condition. Permission will be granted provided the ship is located away from known coral reef areas within Benete Bay.

8. Non-compliance with the term of this policy will result in a US$10,000 fine being levied against the vessel Master and/or contracting shipment agency. Additionally, the responsible parties will be required to reimburse PTNNT for the full cost of clean-up and mitigation of any environmental degradation resulting from failure to comply with this policy.

General

All vessel must complete the Ballast Water & Berthing Management Arrival Report before entering the Benete Port Operations Area. This report will be reviewed by PTNNT's Environmental Technician Port Operations prior to the commencement of loading, unloading or the release of any ballast water within the Benete Port Operations Area. Following are the instructions for completing Ballast Water & Berthing Management Arrival Report.

1. Ballast Water Intentions - Do you intend to discharge any ballast water within Benete Port ?

If the answer to this question is YES, then comprehensive information on each ballast tank that will be discharged in Benete Port shall be provided in accordance with the request under Question 5, Ballast WaterHistory. If ballast water MUST be completed giving the reasons for not exchanging and/or not exchanging fully. If the answer to this question is No, you must still complete the entire form and you must advise Benete Port Marine Operations Personnel if at any time Technician Port Operations who will approve or disapprove the vessels request prior to any ballast water discharge. If all tanks intended for discharge are carrying water from fresh water environments, write "FRESH WATER ONLY".

2. Vessel Information - This section requires standard vessel information.

Name : Print the name of the vessel clearly.
Type: List specific vessel type, ie bulk, container, tanker passenger, oil/bulk ore, general cargo, reefer, etc.
Manager: Print the name of the vessel's Manager.
IMO/(Lloyd's)No : Fill in the vessel's unique identification number as used by the IMO
Gross Tonnage : Provide the gross tonnage of the vessel.
Agent: List the agent used for this voyage. If your vessel is visiting more than one Indonesian port and you propose using different agents in each port, please list all agents in order of first through last port visits.
Arrival Date: Fill in the arrival date for the first Indonesian port of call. Please use the format DD/MM/YY.
Arrival Port: Write in the name of the intended first Indonesian port of call
Next Port/s: Write in any other ports that the vessel intends to visit after leaving its first Indonesian port of call. Please list in sequential order of visit.

3. Ballast Water - This section requires information on ballast carried and ballast capacity.

Total Ballast on Board (cubic meters) : What is the total volume of ballast water on board upon arrival?
Total Ballast Capacity (cubic meters) : What is the maximum volume of ballast water that can be carried by this ship ?
Number of Ballast Tanks : List the number of ballast tanks on the vessel including any holds used for ballast.

4. Ballast Water Uptake - Last Three (3) Ports, Dates and Countries of Ballast Water Uptake

This section requires information on the last three port, countries and dates of ballast uptake before the vessel enters Benete Port. The ports and countries should be listed by name. The dates should be expressed in DD/MM/YY.

List Port as most recent port of ballast uptake at (I), the second most recent at (ii), and the third most recent at (iii).

Where there has been no uptake of ballast in a port or nearby coastal waters, state "MID-OCEAN UPTAKE ONLY" or "AT SEA" in each box.

5. Ballast Water History
This section MUST be completed regardless of intend or plan to discharge ballast water within the Benete Bay. This information will allow PTNNT to determine whether sufficient ballast water exchange has occurred and if a vessel will be allowed to discharge ballast water within the Port Operations Area.

Tank/Holds:

Please list all ballast Tank/Hold. For each tank complete the questions across the page as indicated below. List each tank on a separate line. Use the tank abbreviation listed at the bottom of Question 5 on Page 2 of the Form. If there is insufficient space to complete information for each port of discharge, Page 2 of the Form must be copied and completed in full for each tank.

Date/s of Uptake: DDMMYY: Write the date of ballast water uptake. Please use the format DD/MM/YY.
Last Port of Uptake: List the port where ballast water was taken up for the voyage. If ballast water was not taken up at port, please list the location of uptake using degrees and minutes.
Volume Taken up (cubic meter) : Record the volume of ballast water uptake.

BW Exchange :

THIS SECTION MUST BE COMPLETED, EVEN IF EXCHANGE HAS NOT BEEN COMPLETED. Tick method of exchange ie. Empty/refill AND/OR flow-through for three times flow through method. Where exchange has been carried out using both empty/refill and flow-through methods, specify which method has been used on each tank eg. FP & AP by empty/refill, and remainder by flow -through.

Date/s of Exchange: DDMMYY: Write in date of ballast water exchange, using the format DD/MM/YY. If exchanges occurred over multiple days, list the range of days over which excahnge occurred, using the format DD1…..
Where DD 1 is the starting date for exchange and DD2 is the finishing date of exchange.

Start Point Lat. Long : Report location where ballast water exchange began using degrees and minutes.

End Point Lat. Long : Report location where ballast water exchange ended using degrees and minutes.

Volume Exchanged (cubic meter) : Record the volume of ballast water exchanged.

List the volume of ballast water that, in the case of empty/refill, should be as close to 100% as possible. For flow through exchange, the volume flowed through the tanks should be three times the volume originally held in the tanks, i.e. this figure should be at least 300%.

BW Discharge :

Port/s of Discharge : Report locations using port name of ballast water discharge. Do not abbreviate port names.

Date/s of Discharge DDMMYY : Write in dates of ballast water discharge, using the format DD/MM/YY. If discharges occurred over multiple days, list the range of days over which discharge is occurred, using the format DD…. Where DD1 is the starting date for discharge and DD2 is the finishing date of discharge.

Volume Of Discharge (cubic meters) : Record the volume of ballast water intended for discharge in cubic meters. This should be as accurate an estimation as possible.

If best estimates or port of discharges change, an amended Ballast Water Management Arrival Report must be submitted to PTNNT. Mark "AMENDED".

6. Reason for Failure to Exchange

This section seeks an explanation for the failure to fully exchange ballast water in mid-ocean of any or all of the tanks intended for discharge within Benete Bay. For example, reason for failure to exchange may be that exchange was unsafe due to weather, or the structural capacity of the ship. If weather is proposed as a reason for failure to exchange, this may be verified by PTNNT using the mid-ocean coordinates traveled by the ship and weather reports. If structural safety is proposed, a PTNNT officer may ask to see the ship's ballast water management plan, ISM Plan, or other documentation to verify this.

If exchanges were not conducted in any of the tanks/holds listed above, please state reasons why not: List specific reasons why ballast water exchange was not performed. This applies to all tanks that will, or may, be discharge within the Benete Port Operations Area.

7. Ballast Water Management Plan & PTNNT Policy\

Is there a plan for ballast water management on board the vessel as defined under the the IMO Ballast Water Guidelines for the Control and Management of Ship's Ballast Water to Minimize the Transfer of Harmful Aquatic Organisms and Pathogens adopted by the IMO in November 1997, advises that vessels carry ballast water management plans on board. This is to ensure that ballasting processes are well documented and the structural capacity of the ship to exchange ballast in mild-ocean will be verified. The plan was developed by the International Chamber of Shipping and Intertako and a model is available from fax: + 44 171 417 8877, or email: ics@marisec.org.

8.Officer's Declaration

Responsible officer's name and title (printed) and signature: Date the form DDMMYY.

Note: Masters or Delegated Officers who willfully make a false statement, or fail to comply with PTNNT's Ballast Water & Berthing Management Policy, may be liable to a significant fine. The Officer's Declaration will by signature indicate full acknowledgement of the requirements of PTNNT Policy and the ramifications ramifications thereof for failure to comply.

If you wish to submit the Form prior to arrival at the Port of Benete, you may fax the form to any the contact numbers below, Faxing the report may expedite the clearance process, however, signed original forms must be provided immediately upon arrival to Benete Bay.

**********SPECIAL INSTRUCTIONS FOR MASTER OF CONTAINER VESSELS********
The Ballast Water & Berthing Management Arrival Report must be completed as accurately as possible. If loading/unloading details are unavailable at time of completion of the Ballast Water & Berthing Management Arrival Report, and you are not certain that you will be discharging ballast water within Benete Bay:
u Submit the form with a tick in the 'No' box at Question 1
u When you cargo plan becomes available, and you find that you need to deballast during cargo operations, you must notify PTNNT Marine Operations who will in turn obtain approval from the Port Operations Environmental Technician. You may not deballast until notified that approval has been obtained.
